The colony of Penn was not a colony of any foreign power, but as a British subject, Penn owed allegiance to the Crown. The colony was English in substance, Penn's agents were English, and the English language was spoken. As a consequence, the King of England demanded that all ships destined for the new world must pass through, and be registered at, an English port before starting the long voyage across the Atlantic.

In London England, where records of all immigrants intending to settle in America were kept, the following references to the name Shaver, Shaffer, Shaffer, Schaeffer, etc, were recorded:
