One such area has been discovered by archaeologists at Haltern on the Lippe. This almost rectangular site sat on a hill and was protected by both a wall and trenches. As was both convenient and representative, there was evidence of a “praetorium,” which served as a base for the Commander, or a “principia,” which served as a base for the legions’ staff. Haltern was to serve as the cornerstone for a Roman city on the Lippe.
